The shift to fibre requires a fundamental rethink of wholesale access regulation, to appropriately balance the requirements to (i) encourage investment in next generation telecoms infrastructure and (ii) foster competition. This paper addresses these issues from first principles, and proposes an important shift in regulatory focus. The paper was funded by Vodafone and h submitted by them to Ofcom (June 2010)
