towards vulnerable consumers in the run up to digital switchover:

The Question:
Which consumers are vulnerable at digital switchover? What help
might they need? How should any help be delivered?

What Did We Do? Working
alongside a range of stakeholders including the DCMS, DTI and
the Treasury, as well as organisations representing potentially
vulnerable consumers, we articulated the scope and scale of
help that might be required and outlined a plan for implementation.

What Happened? The report
was adopted and published by the Panel and helped to shape the
wider debate. |
| Other recent
policy projects: We worked with the BBC to develop
the framework and basket of measures that led to the BBC's Public
Value Test. In 2007 we helped Ofcom to understand consumer attitudes
towards internet regulation. |
